FAMILY ADVOCACY PROGRAM AT ACS

The Army Family Advocacy Program (FAP) strengthens families by providing support, education and resources. FAP is a comprehensive program to reduce and prevent family violence. Personal responsibility and family resilience are watchwords of the FAP mission.

A multidisciplinary team reviews and assesses each report, provides treatment, coordinates command intervention, legal, law enforcement, medical and clinical services.

Continuous DOD-sponsored and DA-sponsored training and skills development to support a qualified professional staff.

EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP)

The EFMP is a mandatory enrollment program for  family members of an active duty soldier with any medical, educational, or learning disability that requires special medical treatment, education, or counseling.  The Army will consider the special needs of enrolled exceptional family members during the assignment process and will attempt to assign the soldier to an area where the needs of the family member can be met.

The following soldiers with exceptional family members must enroll in the program:

- Active Army

- U.S. Army Reserve soldiers int eh USAR-Active Guard Reserve program and other USAE soliers on active duty exceeding 30 days.

- Army National Guard personnel serving under authority of title 10, U.S. Code.

Department of the Army civilian employees do not enroll in the program.  However, they must identify dependent children with special education and medically related service needs each time they process for an assignment to a location outside the United States where dependent travel is authorized.

The EFMP office is located in Bldg. 110, Army Community Service.  The EFMP provides information and assistance to all soldiers and family members with special needs worldwide, especially within the Quad-Cities, Illinois-Iowa.

EFMP has programs and activities available to serve your family members’ unique need.  Join us for fun, support, and education! 

- Parent Information Exchange (PIE) meetings are held once a quarter.  These educational and fun sessions allow our parents to share information about various medical conditions and educational issues.

 - Stay informed with the latest happenings on and off post with the EFMP quarterly newsletter, a free service that is provided to all families enrolled in the local EFMP. 

-  Other services available include a resource library with books, brochures and magazines available for check out, resource directory, information & referral, and special workshops.  If you have question or concerns about the EFMP at Rock Island Arsenal, call (309) 782-3049.
