Sexual Assault Prevention and Response Program
(SAPRP)
Provides awareness, prevention, training, education, victim advocacy, response, reporting, treatment and accountability for soldiers who have been sexually assaulted.
RIA is fully committed to implementing the Army Policy on Sexual Assault.

Restricted Reporting

Does not trigger the investigative process
-
Allows the service member who is sexually assaulted to disclose
the incident to the SARC, Victim Advocate, Healthcare provider,
and Chaplain.

Allows victim to receive:
- Medical treatment
- A forensic examination
- Advocacy services
- Counseling assistance
-
Command is notified of non-identifying information only

Benefits:
-
Victim receives medical treatment, advocacy, and counseling
-
Provides victim some personal space and time to consider options
-
Victim controls release and management of his/her personal
information
-
Victim can elect unrestricted reporting at any time
|
Limitations:
-
Victim's assailant remains unpunished
-
Victim cannot receive Military Protective Order (MPO)
-
Victim may continue to have contact with assailant
-
Evidence from the crime scene will be lost and could impede the
official investigation if the victim chooses to switch to an
unrestricted report.
-
Victim will not be able to discuss the assault with other
service members without imposing an obligation on them to report
the crime.
- Victim will be ineligible to invoke the collateral misconduct provision of the DoD's sexual assault policy in the event the victim's Command learns that he/she was engaged in some form of misconduct at the time of the assault. |

Unrestricted Reporting
- Army Policy favors unrestricted reporting
- Command and investigative services notified

Allows victim to receive:
- Medical treatment
- A forensic examination
- Advocacy services
- Counseling assistance

Benefits:

Ensures the widest range of rights and protections to the victim

Commander support (Military Protective Orders, separation from
offender,
deferred collateral misconduct, etc.)

Full investigation enhances opportunity to hold offenders (s)
accountable (crime scene, witness interviews, suspect
interrogation)

May encourage other victims to come forward

Enhanced community safety

Limitations:

Cannot change to Restricted Reporting

Victim may consider it too intrusive

Others will find out
-
Investigation and court proceedings might be lengthy

May not be enough evidence to convict the offenders(s)
